Anchor text is one of the clearest signals you give Google about what a page is actually about. Link to your maintenance page with the words “website maintenance” a handful of times across your site, and you’re helping Google understand what that page covers. Link to it with the exact same phrase on every single page, and it starts to look manipulative rather than natural, which is exactly the kind of thing that can work against you rather than for you.
